Members of the NATO Parliamentary Assembly will gather in Rome, Italy, on 28 October for a one day Special Seminar to discuss decentralisation in Kosovo in the context of future status talks. The seminar, which will involve legislators from NATO and partner countries, is co-sponsored by the Italian parliament.

During the Rome seminar a group of independent analysts from the Center for Non Violent Resistance (formerly Otpor) of Serbia and Montenegro will present a "White paper" suggesting possible models of political and administrative decentralisation for Kosovo. Discussions will involve parliamentarians and members of government from Serbia and Montenegro and Kosovo, and senior representatives of the international community.

This seminar is a special event and a follow-up to the 60th Rose-Roth seminar in Serbia and Montenegro last June.  During that seminar, one of the key conclusions was that rapid and comprehensive decentralisation would be crucial to settle the issue of Kosovo's future status.
