1999 Annual Session

Resolution on Relations with the Russian Federation

presented by the Political Committee
Amsterdam, 15 November 1999

The Assembly,

  1. Believing that Euro-Atlantic stability will be enhanced by close partnership between the member states of the NATO Alliance and the Russian Federation;

  2. Welcoming the resumption of co-operation with the Russian Federation in the United Nations on the basis of Security Council Resolution 1244 on Kosovo;

  3. Also welcoming the resumption of the Russian Federation's co-operation with NATO on Kosovo and Bosnia and Herzegovina in the Permanent Joint Council;

  4. Welcoming the change of attitude by the Russian Federation and its contribution to stability in South-Eastern Europe through its participation in SFOR, KFOR and the Stability Pact;

  5. Calling upon the State Duma and the Council of the Federation of the Federal Assembly of the Russian Federation to resume full relations with the NATO Parliamentary Assembly;

  6. Stressing that the consolidation of the Russian Federation's democracy and its adoption of sound economic and financial practices are essential not only for the well-being of Russians but also contribute to security and stability in Europe as a whole;

  7. Noting that the governments of Georgia and Moldova have repeatedly asked Russia to remove its forces from their territories and that Russia has supported violent separatist movements in these countries;

  8. URGES the Russian Federation:

    1. to resume full co-operation in the Permanent Joint Council without further delay in order to strengthen this institution as a means of providing for common security in the Euro-Atlantic area;

    2. to withdraw immediately all its military forces from Georgia and Moldova;

  9. URGES member governments and parliaments of the North Atlantic Alliance:

    1. to continue to assist in the Russian Federation's efforts to reform and modernise its economy through targeted financial and technical assistance by the IMF, the World Bank and the European Union;

    2. to strive to reactivate co-operation with the Russian Federation in all domains of security issues at the bilateral, regional and international level.
