“Members of the NATO Parliamentary Assembly’s Standing Committee welcome the agreement among NATO Allies to transfer the responsibility for conducting military operations over and off the coast of Libya to NATO. This military action is being conducted under the clear legal mandate given by UN Security Council Resolution (UNSCR) 1973 in response to widespread and systematic attacks against the civilian population in Libya. |

The UN resolution sets well-defined objectives, namely “to protect civilians and civilian populated areas under threat of attack”, “to enforce compliance with the ban on flights”, and “to ensure strict implementation of the arms embargo”. These objectives provide a clear framework for Allied operations. Parliamentary and public support for this operation is essential. Our publics need to understand the reasons and parameters of our engagement, particularly in the current context of strained resources and challenging military commitments in The ongoing support and active involvement of partners from the region in operations in support of UNSCR 1973 are also crucial. NATO can build upon the active partnerships and fruitful cooperation it has developed with countries in North Africa and the We welcome the outcomes of the London Conference on Libya held on 29 March 2011, including the creation of the Contact Group on Libya, which will provide overall political direction to, and ensure the ongoing coherence of, the broader international effort. We are convinced the military operations will help bring about a ceasefire on the ground, allowing the Libyan people to take charge of their own affairs and fulfill their aspirations towards democracy and respect for fundamental rights and freedoms. As underlined in the London conference, only the Libyan people can choose the government of Libya and they must be free to determine their own future. The NATO Parliamentary Assembly will follow developments in The Standing Committee underlines its support for NATO’s role and pays tribute to all the servicemen and women who are risking their lives to save those of others.”
