Black Dawn, a nuclear terrorism simulation exercise in which terrorists acquire highly enriched uranium from civilian research reactors in or near Europe and make a crude nuclear bomb, will be presented at the NATO PA Spring Session in Ljubljana, Slovenia at the plenary meeting on May 31. |

Approximately 300 parliamentarians from North America and Europe who will be attending the Session will participate in the Black Dawn presentation which will explore ways to prevent nuclear terrorism and develop recommendations for action -- by NATO and individual European governments -- that can be taken now - before an attack occurs. The exercise's central question will be: The day after a nuclear attack… what would we wish we had done and why aren't we doing it now? The event is sponsored by the Strengthening the Global Partnership project, a consortium of 21 research institutes in 16 European, Asian, and North American countries. The Project is led by the Center for Strategic and International Studies (CSIS) and is supported by the Nuclear Threat Initiative, a charitable organization working to reduce the threats from nuclear, biological and chemical weapons, co-chaired by Ted Turner and former U.S. Senator Sam Nunn.
