The Assembly has an extensive programme of outreach to non-member parliaments. A central component of this outreach effort is the Rose-Roth programme, initiated in 1990 by then President of the Assembly Congressman Charlie Rose and Senator Bill Roth. The original goal of the programme was to strengthen the development of parliamentary democracy in Central and Eastern European countries by using the NATO-PA as a vehicle for interparliamentary cooperation and assistance. While some seminars retain this as their central theme, over the years, the programme has also acquired a regional focus, facilitating dialogue between parliamentarians and other policymakers particularly in the Balkans and the Caucasus.
The Rose-Roth programme also involves an extensive training programme for parliamentary members and staff associated with the Assembly. This programme aims to provide experience and expertise in particular to those working in foreign affairs and security.
The Assembly also has outreach activities orientated towards the southern Mediterranean. The Assembly Mediterranean and Middle East Special Group meets annually, and this meeting frequently involves parliamentarians from nations in the Middle East and North Africa (MENA). The Assembly also holds two Mediterranean Seminars every year, bringing in participants from non-member parliaments in the region.
A further dimension of Assembly outreach involves Russia and Ukraine.
The Assembly has created the NATO-Russia Parliamentary Committee which meets in an “at 29” format. This body, which meets during each of the Assembly’s sessions - consists of the leaders of the Assembly’s 28 member delegations and the leaders of the Russian delegation to the Assembly.
The Assembly also has a special body – the Ukraine-NATO Interparliamentary Council - which monitors NATO’s relationship with Ukraine, paying particular attention to the parliamentary aspects of Ukraine’s activities in defence and political reform.
In addition to these special bodies dealing with specific aspects of relations with Russia and Ukraine, the Assembly’s Committees and Sub-Committees also hold meetings in Russia and Ukraine.
