RECOMMENDATION on RECOGNITION OF THE NATO PARLIAMENTARY ASSEMBLY

presented by the Standing Committee and adopted by the plenary assembly on Tuesday 27 May 2008, Berlin, Germany

The NATO Parliamentary Assembly,

1.      Emphasizing the NATO Parliamentary Assembly's (NATO PA) unique role as a forum for transatlantic dialogue among parliamentarians from the member states of NATO and for dialogue with parliamentarians of non-NATO countries.;

2.      Recalling that the NATO PA has upheld and advanced the broad interests of the atlantic Alliance for more than 50 years;

3.      Acknowledging the outstanding contribution of the NATO PA to the promotion of the democratic values of the Alliance ;

4.      Recognizing the NATO PA’s assistance with candidate and partner countries’ efforts to strengthen and deepen their democratic institutions;

5.      Underlining the crucial function of parliamentarians in maintaining and building public understanding of and support for the Alliance ;

6.      Convinced that the NATO PA plays an indispensable part in sustaining the Alliance as a community of nations bound together by their shared commitment to values and beliefs;

7.      Stressing the independence of NATO and the NATO PA vis-à-vis each other, and reaffirming the complementarity of their separate roles;

8.      Noting the role of the International Secretariat in supporting the activities of the Assembly;

9.      CALLS UPON the heads of state and government of the NATO member countries:

a.       to recognize the International Secretariat of the NATO PA as an entity that should be endowed with an international legal personality holding international status among the member states; and,

b.       to confer the rights and protections appropriate to parliamentarians and members of the International Secretariat acting in their official capacity.
