"I am deeply concerned by Russia’s recognition of the independence of South Ossetia and Abkhazia. This is inconsistent with resolutions of the United Nations Security Council which have reaffirmed the territorial integrity of Georgia within its internationally recognized borders. Furthermore, Russia’s violation of Georgia’s territorial integrity contradicts not only its United Nations commitments, but also its responsibilities to the OSCE and to the Council of Europe.

I call upon the Russian leadership to implement fully the ceasefire agreement it signed and - as stipulated in that agreement - to withdraw all its military forces to their pre-conflict positions and to engage in international talks on the security and stability arrangements in Abkhazia and South Ossetia."
