DRAFT GENERAL REPORT BY ULLA SCHMIDT (GERMANY), GENERAL RAPPORTEUR OF THE COMMITTEE ON THE CIVIL DIMENSION OF SECURITY

The report focuses on internal political developments in the three North African nations – Tunisia, Libya and Egypt -, including the creation and function of interim government structures, electoral processes, the emergence of new political actors as well as on the rule of law and human rights issues. The Rapporteur argues that while most of the changes brought by the revolutions are welcome and positive, particularly in terms of increasing the governments’ accountability to the people, the international community ought to vigilantly monitor developments in the region and react resolutely should political liberties, gender equality or other fundamental human rights come under threat. The Rapporteur also urges the Euro-Atlantic community to abandon the concept of “good” or “bad” dictators and support models based on inclusiveness, human rights, dignity and equal opportunities. New trust must be earned through intensive dialogue and practical support.
