Efforts to strengthen the breadth and depth of NATO-EU cooperation have a long, relatively unfruitful history. Central issues stalling better cooperation revolve principally around member states’ concerns of duplicated efforts. Such concerns were valid during an era of strained defence budgets and when the EU’s definition of its own Common Security and Defence Policy (CSDP) often raised more questions than answers.
