Biography

Lawyer. Member of the German Parliament since 199; Since 1994, Member, Defence Committee; since 2006, Deputy Chairman, Defence Committee. Since 1998 member of the NATO PA. 1999-2003, Rapporteur of the Sub-Committee on Transatlantic Relations; 2004-2008, Chairman of the Sub-Committee on NATO-Partnerships; 2006-2008, Vice-President of the NATO Parliamentary Assembly; since 2006, Head, German Delegation to the NATO PA; 2008-2010, Chairman of the Political Committee; 2010-2012, President of the NATO Parliamentary Assembly; 2012-2014, Vice-President of the NATO Parliamentary Assembly; 2020, Vice-President. LONG VERSION PROVIDED BY MEMBER Born on 12 February 1951 in Duisburg-Hamborn. He obtained Abitur (higher-education entrance qualification) in 1969. Prof. h. c. Dr. Karl A. Lamers studied law at the Westphalian Wilhelm University in Muenster and passed his first state examination there. Before he completed the second state examination in Stuttgart, he wrote his doctoral thesis. He was a fellow at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg and has worked as a Senior civil servant (Ministerial Counsellor) and Head of the office of the President of the Parliament of the state of Baden-Wuerttemberg. Since 2000, he is a practising lawyer. After being elected as a member of the German Parliament in 1994, Lamers became a member of the Defence Committee and he is its Deputy Chairman since 2006. He is also a substitute member of the Committee on Foreign Affairs since 1998. Prof. h. c. Dr. Lamers is deeply committed to enhancing the transatlantic relations since decades. He joined the NATO Parliamentary Assembly in 1998 and was appointed as Head of the German Delegation in May 2006. Since that time, he served in various positions within the Assembly, such as Chairman of the Political Committee, Chairman of the Sub-Committee on NATO-Partnerships and Chairman of the Working Group on Education and Communication about NATO - to name only a few. Currently, he is a member of the Ukraine-NATO Interparliamentary Council (UNIC) and Chairman of the Sub-Committee on Transatlantic Relations. He served as President of the NATO Parliamentary Assembly from 2010-2012 and was Vice-President of the Assembly from 2006 to 2008 and from 2012 to 2014. Lamers was appointed Vice-President of the NATO PA in 2020. Prof. h. c. Dr. Lamers was also President of the Atlantic Treaty Association (ATA) from 2008 to 2014 and is Vice-President of the ATA since 2017. In December 2018, he founded the Dr. Karl A. Lamers Peace-Foundation that seeks to encourage young people to think about the great importance of peace and freedom. The Peace-Foundation invites students to submit essays for the yearly prize awarded in cooperation with the NATO PA. Honors: • Honoured with the Cross of the Order of Merit of Germany, 2009 • Honoured with the Grand Cross of the Order for Merits to Lithuania, 2011 • Honoured with the Order of Honour of Georgia, 2014 • Honoured with the Commander’s Cross of the Order of Merit of Hungary, 2015 • Awarded with the title of “Professor Honoris Causa” from the Mykolas Romeris University in Vilnius, 2016 • Appointment as Knight of the French Legion of Honour, 2016
