He was born on 5 October 1971, in the Molise region. From a young age he showed a keen interest in IT and technology, and made the most of his passions in his professional career. After starting and managing several companies, he founded OperNEXT, an innovative start-up company working in the field of research and development of cloud-based open-source technology and medical software, a company respectful of ethical principles. He has also been a teacher of IT for various training institutes for nearly 30 years. He was one of the founders of the Five Star Movement in his region, together with a group of political innovators. On 4 March 2018, he was elected to the Senate of the Italian Republic for the Five Star Movement. In February 2021 he joined the Mixed Group. He is a member of the Defence Committee, where he serves as Secretary MP. Within the NATO Parliamentary Assembly he is a member of the Science and Technology Committee, of which he is also Deputy Chairperson.
