JOB SUMMARY
Reporting to and under the supervision of the Director of the Committee on Democracy and Security (CDS), the Researcher – Democratic Resilience contributes to the implementation of the Assembly’s work on issues of democratic resilience by supporting the activities of the Committee and its Director and, in doing so, ensuring the cross-cutting integration of this issue into the Assembly’s work.
S/he contributes to the research and editorial content involved in drafting reports on democratic resilience and other policy documents of the CDS and assists by taking notes and drafting documents during committee meetings. S/he is also responsible for preparing preliminary research and literature reviews, as well as synthesizing relevant research, as needed.
S/he also supports the Director of the CDS in other aspects of the Assembly’s work on the theme of democratic resilience: the work of governing bodies and other committees, the preparation of seminars, as well as communication and outreach activities.
The Researcher may participate in the NATO PA’s Spring and Annual sessions as a full member of the NATO PA team, under the supervision and in support of the Director of the CDS Committee.
KEY RESPONSIBILITIES
Under the supervision of the Director of the Committee on Democracy and Security, the Researcher:
- Supports the work of the CDS on democratic resilience;
- Contributes to research and drafting of Assembly reports;
- Prepares documents such as background papers, speeches, and communication materials;
- Assists during parliamentary sessions: note-taking and drafting summaries;
- May be required to travel on committee visits in order to take notes, draft mission reports, and support communication activities.
ADDITIONAL RESPONSIBILITIES
At the request of the Secretary General and/or the Deputy Secretary General for Policy and Outreach, and under the supervision of the CDS Director, the Researcher:
- Supports the implementation of the Assembly’s priorities and policies on the theme of democratic resilience;
- Supports the preparation of an Annual Report on activities carried out in support of these priorities;
- Occasionally performs administrative and support tasks for various departments;
- Performs other tasks as needed by the Secretariat.
JOB PROFILE
Required qualifications and skills:
- Master’s or doctoral degree in political science, international relations, journalism, or a related field;
- Previous professional experience at a research institute, a government, or parliamentary body. Prior experience at an international organisation is considered a plus;
- Excellent written English communication and drafting skills;
- Strong interest in conducting research on a wide range of topics;
- Good understanding of the areas of interest of the NATO PA and NATO and their respective mandates;
- Good time management skills and flexibility;
- Team player;
- Flexibility to adapt to changing demands and willingness to travel;
- Minimum language proficiency requirement in English: Level 5 (Advanced). Knowledge of another language, especially professional fluency in French, is an asset;
- Candidates do not need to hold a current security clearance but should be willing to undergo a security clearance process, including the provision of a criminal record clearance upon request.
CONDITIONS
- This position, generously funded by the Chamber of Deputies of the Grand Duchy of Luxembourg, offers a one-year temporary employment contract, with the possibility of a one-year extension subject to mutual agreement.
- Monthly net salary of EUR 2,321.48;
- Basic health insurance policy for the duration of the employment;
- Possibility of working from home 2 days per week (from Belgium);
- Monthly internet allowance for working from home;
- Substantial reimbursement of commuting expenses;
- Reimbursement of travel costs to and from Brussels at the beginning and end of the contract on a case-by-case basis, in compliance with the financial procedures of the Assembly.
