Dr Kęstutis Paulauskas is the Senior Strategy Officer in the Allied Command Transformation. He is a member of the Warfare Development Fusion team. He was the lead writer of the NATO Warfighting Capstone Concept. Between 2012 and 2019, he was a staff officer in the International Staff at NATO HQ, responsible for the development of the Alliance’s deterrence and defence-related policies. From 2001-2012, Kęstutis served in various positions in the national administration of Lithuania. He is a recipient of NATO’s Meritorious Service Medal.
In an academic capacity, he was a lecturer at the Institute of International Relations and Political Science, Vilnius University (2009-2012); a visiting fellow at the Institute for Security Studies of the EU (2005); the University of Toronto (2005); and the KU Leuven (2007). He gained his PhD in political science in 2007. He is the author of a number of books and articles. His most recent publications include ‘On Deterrence’ (NATO Review, 2016); ‘The Alliance’s evolving posture: towards a theory of everything’ (NATO Review, 2018) and ‘Space: NATO’s Latest Frontier’ (NATO Review, 2020).
