JOB SUMMARY
Reporting to and under the supervision of the Director of Strategic Partnerships and Training Programmes, the Officer – Democratic Resilience and Partnerships supports the Assembly’s activities aimed at strengthening democratic governance and resilience in partner countries.
S/he contributes to research, to editorial content as well as to the thematic planning related to the Assembly’s partnership activities supporting these priorities. S/he also assists by taking notes and drafting documents during meetings of partnership bodies. S/he is also responsible for preparing preliminary research and literature reviews, as well as synthesising relevant research, as needed.
He/she also provides support for various aspects of the Assembly’s work on democratic resilience with partner countries – work of governing bodies, work of committees, outreach, and communication activities – by providing, as needed, research and policy analysis support as well as operational and administrative support.
The Officer may participate in the NATO PA’s Spring and Annual sessions as a full member of the NATO PA team.
KEY RESPONSIBILITIES
Under the supervision of the Director of Strategic Partnerships and Training Programmes, the Officer:
- Supports the integration of the theme of democratic resilience into partnership and training programmes;
- Supports the Assembly’s partnership with Ukraine and the strengthening of the Ukrainian parliament’s capacity and Democratic Resilience, including the activities of the Ukraine-NATO Interparliamentary Council ;
- Supports the work of the Assembly’s other partnership activities, including aspects related to Democratic Resilience;
- Contributes to relevant research and editorial content;
- Prepares other documents such as background briefings, speeches, and communication materials;
- Contributes to the thematic planning of relevant Assembly meetings (e.g., assists in drafting the agenda, identifies potential speakers);
- Provides support during meetings of these bodies, notably by taking notes and drafting summaries;
- Supports the Assembly’s election observation missions;
- The Officer may be required to travel with the policy team during visits and seminars to take notes, draft mission reports, and contribute to communication campaigns;
- He or she provides administrative and logistical support for the organisation and smooth running of partnership activities and training programs.
At the request of the Secretary General and/or the Deputy Secretary General for Policy and Outreach, and under the supervision of the Director of Strategic Partnerships and Training Programmes:
- Supports the implementation of the Assembly’s partnership priorities and policies on the theme of democratic resilience;
- Contributes to various aspects of the Assembly’s work on democratic resilience with partner countries – including the work of governing bodies, committees, and outreach and communication activities;
- Supports the preparation of an annual report on activities carried out in support of these priorities;
- Performs other tasks as required by the Secretariat.
JOB PROFILE
Required qualifications and skills:
- Master’s degree or Ph.D. in political science, international relations, or a related field;
- At least two years of relevant professional experience at a research institute, a government or parliamentary body, or an international organisation, ideally in relevant fields (security, defence, resilience);
- At least two years of experience in the fields of foreign policy, defence and security, and transatlantic affairs related to NATO;
- Excellent written communication and drafting skills;
- Organisational skills and experience in project management;
- Good understanding of the areas of interest of the NATO PA and NATO and their respective mandates;
- Good time management skills and flexibility;
- Minimum language proficiency requirements in NATO’s official languages English/French): Level 5 (Advanced) in one and Level 3 (Intermediate) in the other.
- Candidates do not need to hold a current security clearance but should be willing to undergo a security clearance process, including the provision of a criminal record clearance upon request.

The Assembly offers a full-time permanent position in its International Secretariat.
This position, which is generously funded by the Chamber of Deputies of the Grand-Duchy of Luxembourg, offers an attractive salary (Basic salary of EUR 5 229,03) and benefits package, including:
