Biographie

Tom Köller is Luxembourg’s Defense Policy Director since 2019. He is responsible for conduct and management of multilateral, regional, and bilateral defence relations and advises the Minister for Defence on the definition of Luxembourg’s defence policy. He represents Luxembourg at directors’ level at NATO, the European Union and the Benelux.

Tom Köller is a career diplomat and covered a wide variety of policy fields prior to his assignment as Defence Policy Director, notably Russia, Ukraine and other CIS states, disarmament and non-proliferation, security policy, international trade and development cooperation at the Ministry for Foreign and European Affairs, the Luxembourg Permanent Representation to the EU Political and Security Committee and the Luxembourg Permanent Representation to the EU. In 2005, he chaired the EU’s Council committee on civilian crisis management (CIVCOM). He also worked for nine years as a political advisor in the European Parliament.

Tom Köller holds a master’s degree in political science, economics and history from Constance University in Germany and a political science studies certificate from the “Institut d’Etudes politiques” in Aix-en-Provence, France.
